Navy's Zelibor sent to U.S. Strategic Command
Rear Adm. Zelibor, who had been the service's deputy CIO, will be director of global operations for the command.
Navy officials today announced that Rear Adm. Thomas Zelibor Jr., the service's deputy chief information officer and deputy for command, control, communications and computers (C4) integration and policy, has been reassigned.
Chief of Naval Operations (CNO) Adm. Vern Clark today announced that Zelibor will be director of global operations at U.S. Strategic Command at Offutt Air Force Base in Nebraska. Zelibor had served the dual role of deputy for C4 integration and policy and deputy communications, and information officer at the Office of the CNO.
He was named the uniformed Navy's CIO last February, shortly after David Wennergren was named CIO of the Department of the Navy. At the time, Wennergren said Zelibor's duties "will be to execute the information management and information technology agendas for the Department of the Navy down through the chain of command."
In his new role, Zelibor will be "responsible for maintaining full-spectrum global strike, and coordinating space and information capabilities to meet both deterrent and decisive national security objectives," according to the Strategic Command Web site.
DOD formed the Strategic Command in October 2002 by combining the Space Command, responsible for space and information operations, and the Strategic Command, which managed command and control for U.S. forces.
Zelibor graduated from the U.S. Naval Academy in 1976 with a bachelor's degree in oceanography. He flew 30 combat missions during the 1991 Persian Gulf War.
