Letter: Ending cost-plus contracts takes away a resource

Regarding "McCain wants to end cost-plus contracting"

By taking cost-plus contracts out of the government's tools chest, we will leave hundreds of agencies without the necessary resources to get their job done.

Cost-plus contracts are necessary tools for agencies that have weak and confusing requirements. Senator McCain is right when says that there is waste and over spending with these type of contracts, but I would like to point out that there is an opportunity for abuse in all contract types unless the government invests in skilled program and contract managers.

In order to reduce waste, you must write better requirements and have better contract oversight.
